Terms of reference
The essential functions of a scientific and technical information system in health are those, which have a decisive in the functioning of the health system as a whole. It is not possible to think of health systems based on evidence, if there is not a system of research, communication and scientific information to back it up regardless of their level of development and nature.
The democratization of health care requires the active participation of all stakeholders, which in turn involves changes and innovations in public policy processes in health care provision in the working relationships between health personnel and users and health care.
The strengthening of policies, programs, capabilities, and national and regional infrastructure is essential to democratize access and publication of information, knowledge and scientific evidence, through technical cooperation between institutions of research systems, education and health care in the countries LA & C, extensible to other developing regions (south-south).
